Creepy Guy Sighting

Friday night, October 7, 2016, I was driving north on LSD from Big Foot, and right where the beach ends there is a path with a gate. Out of the corner of my eye, I saw a mannish figure, dark, clearly wearing a top hat and either a cape or flowing overcoat. I turned and clearly saw it. I thought at first it was some type of spooky Halloween decoration or the more likely someone dressed up for a party or special event. Anyway, I passed it again going back south and there was no sign of a holiday display. It instinctively felt every. I saw nothing on line with such a story. Ever hear anything like this. Thank you.
